- The paper declaration form (here) is used in special cases when passengers cannot declare on the electronic ATD (Australia Travel Declaration) form. If using this form, passengers need to print the form on 2 sides of A4 paper and take full responsibility for this. - Eliminating the mandatory 72-hour quarantine upon entry in both Sydney and Melbourne. Instead: + Passengers must take a Covid-19 test by RT-PCR within 24 hours of entry and self-isolate until they receive a negative result. + Passengers must comply with other regulations on epidemic prevention. - Australian citizens, long-term resident card holders or immediate family members. Which includes: + UM - unaccompanied minors (passenger's parents must contact the authorities to get confirmation when purchasing tickets). + Passengers from 12 to 17 years old who have not been vaccinated fully but are accompanied by parents or guardians who have received the full dose of vaccine (conditions are considered to have had the full dose of vaccine: details in Section 2). - Foreigners are allowed to return while Australia is closing the border. For details, please refer to: https://covid19.homeaffairs.gov.au/travel-restrictions 2. Entry and quarantine conditions: - Passengers in the group of subjects allowed to enter. - Passengers will not have to be quarantined for 14 days at the hotel and will not be counted in the quota of visitors entering Sydney and Melbourne if they meet the following 2 conditions: + Have received the full dose of vaccine. Details are as follows: a, Administer 2 doses of vaccines (2 injections at least 14 days apart, 2 different drugs can be injected): AstraZeneca Vaxzevria, AstraZeneca Covishield, Pfizer/Biontech Corminaty, Moderna Spikevax, Sinovac Coronavax, Bharat Coxavin, Sinopharm (BBIBP-CorV) or 1 shot of Janssen-Cilag COVID vaccine. b, The last injection must be at least 7 days before departure to Australia. c, Persons who cannot be vaccinated because of health conditions: this vaccination regulation does not apply and must have a medical certificate accepted by the two states of New South Wales and Victoria. d, Children under 12 years old (regardless of nationality): regulations on vaccination do not apply. + Have a negative test for COVID-19 by PCR done within 72 hours before departure time. - Passengers will have to isolate at the hotel for 14 days and be counted into the entry quota if they do not meet the conditions of vaccination with full doses of vaccine. - If the passenger is an Australian citizen, long-term resident card holder or immediate family member between 12 and 17 years old, even if not vaccinated or fully vaccinated if traveling with unvaccinated parents: the whole family will be affected. counted towards the entry quota and subject to mandatory isolation. 3. Papers and documents to be prepared: - For passengers who are included in the entry quota: it is necessary to provide visa information with a photocopy when issuing tickets to accurately control the object. - A certificate of full vaccination dose (can be in electronic or paper form) issued by the central or provincial/municipal health authority and must include the following information: + Passenger's name as the name on the passport. + Must show passenger's date of birth or passport number. The name of the vaccine and the date of each injection or the date the passenger completes the vaccination process. + The certification is in English, if the certification is in another language, it must be accompanied by a notarized translation. - Negative test result for COVID-19 by PCR method done within 72 hours before departure time. - Complete the information declaration on ATD (Australia Travel Declaration) at least 72 hours before departure time. In case the passenger cannot declare the ATD online (website or Mobile app), the passenger must fill out and sign the Manual form (as attached file). It is the passenger's responsibility to present it to the airline at check-in and retain the form to submit to Australian authorities upon arrival in Sydney or Melbourne. In case it is not possible to declare ATD online, use the hard copy here (2-sided printing on A4 paper). 4. Additional information on Australian entry regulations is as follows: - Passengers who has had 2 injections Gamaleya Sputnik V Research Institute will be recognized as fully vaccinated. - Passengers who have been infected with covid-19 before” are not recognized as valid reasons. The certificate of the designated room must have enough information: full name (same as their name on the passport / visa, examination date and information of the medical examination unit, detailed information stating the state of health cannot be not be done vaccine for COVID-19).
- Regarding the exemption from isolation for passengers arriving in Melbourne (Victoria): + In addition to the implemented conditions, passengers need to apply for an "International passenger arrival permit" by following the link: https://www.service.vic.gov.au/services/border-permit/home + Registration is required for entry and is exempt from quarantine upon arrival in Melbourne. + This regulation applies exclusively to Victoria - where the MEL airport is located and NOT to other states, including New South Wales - where the SYD airport is located. - Regarding vaccination regulations, only applicable to Sinopharm BBIBP-CorV vaccine: + For passengers who receive 2 doses of Sinopharm BBIBP-CorV: only people under the age of 60 are considered to have had the full dose of vaccine. + If the passenger is outside of this age range, the passenger is considered to have not met the requirements of the Australian authorities to receive the full dose of vaccine, so they will have to be isolated on arrival at SYD/MEL and will be counted into the entry quota. + Currently, Australia only recognizes Sinopharm vaccine produced in Beijing.
