Can I transfer my excess baggage to a new flight when I change my flight/itinerary?

Yes. Excess baggage is allowed to change the travel date and itinerary with equal or higher cost. The change must be made at least 3 hours before the departure time of the new flight segment.

Can I get a refund or endorsement for the excess baggage I purchased due to a plan change?

No. The excess baggage is valid only for the flight and ticket purchased. Therefore, excess baggage cannot be endorsed, refunded, or exchanged for other services or tickets. Exception: completely unused excess baggage associated with a ticket whose itinerary originates in South Korea is refundable. The refund fee is 25% of the unused prepaid baggage's value.
