Aviation News Jan 27: Asian Airports Tighten Health Screenings Following Nipah Outbreak in India

Tightening health checks at Asian airports due to the Nipah outbreak and the development planning orientation for Dong Hoi Airport are the key highlights of today’s Aviation News.

Asian Airports Tighten Health Screenings Following Nipah Virus Outbreak in India

Several airports across Asia have begun re-implementing medical surveillance and passenger screening measures—similar to those during the COVID-19 era—after India recorded an outbreak of the Nipah virus, a dangerous infectious disease with a high fatality rate.

Thailand, Nepal, and Taiwan are among the countries and territories ramping up preventive measures following the confirmation of five Nipah virus cases in West Bengal, India. In this region, nearly 100 people are being quarantined for contact tracing and disease control, including medical staff infected within hospitals.

Nipah virus is a zoonotic disease transmitted from animals to humans, primarily through pigs and fruit bats, and can also spread between humans through close contact. According to the World Health Organization (WHO), the disease can cause severe complications such as acute encephalitis and respiratory distress, with fatality rates ranging from 40% to 75%, depending on the outbreak and healthcare capacity. Initial symptoms are often non-specific, including fever, headache, and body aches, but neurological signs such as confusion, abnormal drowsiness, seizures, speech difficulties, or reduced consciousness are considered critical warning signals requiring immediate medical emergency.

In Thailand, the Ministry of Public Health has intensified medical checks for passengers arriving from India, specifically on flights originating from West Bengal. Major airports like Suvarnabhumi, Don Mueang, and Phuket have applied temperature checks and on-site symptom assessments, transferring cases with high fever or suspected Nipah infection to isolation facilities.

Passengers are advised to monitor their health for 21 days after entry and proactively declare their medical status if abnormal symptoms appear. The Thai government affirmed that no human Nipah cases have been recorded domestically yet but warned that the risk of transmission persists.

Replanning Dong Hoi Airport to Maximize Infrastructure Efficiency

The Ministry of Construction has recently approved the task of planning Dong Hoi Airport for the 2021-2030 period, with a vision toward 2050, aiming to efficiently exploit existing infrastructure and meet development demands in the coming phase.

According to the decision, the planning scope covers approximately 233 hectares, aligning with the plan approved by the Prime Minister in Decision No. 648/QD-TTg dated June 7, 2023, and adjacent areas. The planning process is based on meeting aviation transport needs, optimizing land use space, ensuring flexibility in investment phases, and harmonizing with national defense, security, and operational safety requirements.

The planning objective is to arrange the development space of Dong Hoi Airport to suit aviation transport needs and local socio-economic development orientations, while proposing a feasible investment roadmap for each stage. The plan is developed in compliance with laws on planning, civil aviation, national standards, and recommendations from the International Civil Aviation Organization (ICAO).

Key contents include surveying and evaluating the status and capacity of existing infrastructure; forecasting aviation transport demand; and researching planning options for the airside, landside, and related facilities to optimize operational capacity. Additionally, it will determine the role and scale of the airport, land-use indicators, environmental protection requirements, construction of a planning database, and estimated total investment according to development needs.

The Ministry of Construction has tasked the Civil Aviation Authority of Vietnam (CAAV) with finalizing the planning task based on the appraisal results from the Department of Planning and Finance. The planning period is expected to be completed in the second quarter of 2026, excluding the time for appraisal and approval as regulated.

The Airports Corporation of Vietnam (ACV) is the sponsor for the planning product and is responsible for ensuring compliance with current principles and regulations.
